Document types you will see
- NOUO — Notice of Unlicensed / Unauthorized Operation: a warning that a station appears to be transmitting without authority.
- NIPRB — Notice of Illegal Pirate Radio Broadcasting: usually sent to a property owner or manager under the PIRATE Act; it does not by itself prove they operated the transmitter.
- NOV — Notice of Violation: alleges rule violations (sometimes involving a licensee).
- NAL — Notice of Apparent Liability for Forfeiture: a proposed monetary penalty.
- Forfeiture Order — a final monetary forfeiture (still subject to collection/appeal processes as provided by law).
- Consent Decree — a settlement resolving an investigation, often with an admitted violation and a payment or contribution.
Amateur-band and other non-broadcast unauthorized cases are included when we have a verified official PDF. Broadcast pirate cases come primarily from the FCC’s PIRATE Act open-data index.

How we update this list
Each site update fetches the FCC Pirate Radio Broadcasting Database from opendata.fcc.gov, deduplicates by FCC document id/URL, and keeps the last good index if a fetch fails. Only notices with a human-reviewed original summary in our content store are published—new index hits wait in a pending review file so we never auto-generate filler summaries. Manual amateur-service NOUOs are added from verified docs.fcc.gov PDFs.
